被广泛评价为美国最严格的州隐私法之一。引入严格的数据最小化原则（data minimization）——企业收集和处理个人数据必须'合理必要且相称'。明确禁止出售敏感数据（而非仅opt-out）。无治愈期——总检察长可直接提起执法行动。适用门槛较广：处理35,000+消费者数据或10,000+且靠数据销售占收入20%+。适用于非营利组织。不包括私人诉讼权但执法严厉。
