Costa Rica's comprehensive computer crimes legislation fully compliant with the Budapest Convention on Cybercrime (one of few Latin American signatories). Covers illegal access, data interference, system interference, computer-related fraud and forgery, identity theft, and child exploitation offences. The 2021 Cybersecurity Policy update created CSIRT-CR, implemented cybersecurity protocols across public institutions, and established partnerships with private sector actors. Following the 2022 Conti ransomware attack, Costa Rica elevated cybersecurity as a top national priority with enhanced detection, response and correction capabilities.
