Madagascar's cybercrime legislation enacted in 2014 and amended by Law No. 2016-031 of 23 September 2016. Structured in three chapters: 1) Crimes related to information systems (Arts. 1-15) covering illegal access, data interference (Arts. 6-9), system interference (Arts. 11-12), illegal interception (Art. 13), misuse of devices (Art. 14), and computer fraud (Art. 15); 2) Content-related offences (Arts. 16-25); 3) Liability of operators and service providers (Arts. 26-41). Enforcement by the Cybercrime Unit of the Ministry of Communication and Culture and the Cybercrime Division of the Police. Madagascar ranked Tier 4/5 in ITU Global Cybersecurity Index 2024; currently developing a National Cybersecurity Strategy.
