赞比亚于2021年颁布了数据保护法(DPA No. 3/2021)，于2023年5月正式生效执行。该法建立了全面的数据保护制度，规范公共和私营机构如何收集、使用、传输、存储、保护和处理个人数据及敏感个人数据。数据保护委员会(DPC)隶属科技部，负责：数据控制者和处理者注册、数据审计员许可、法规执行、指南和最佳实践推行、培训和意识提升、投诉调查。该法强调个人数据在国家经济发展中的内在价值，赋予数据主体多项权利(访问、保护、同意等)。DPC的使命是'通过执行数据保护法、促进组织合规、推广数据隐私和安全文化来维护个人数据的完整性、安全性和隐私'。

Mandate of the Data Protection Commission in Zambia

The Data Protection Commissioner (DPC) of Zambia is charged with the responsibility and central authority for overseeing and enforcing data protection regulations in Public bodies and Private Institutions through licensing of Auditors, registration of data processors and controllers, to ensuring that handling of personal data adheres to the Act and best security practices.

Data Protection Enforcement: Ensure the effective enforcement of data protection laws in Zambia, safeguarding the privacy rights of individuals
Compliance Oversight: Monitor and regulate organizations' compliance with data protection regulations, and promoting responsible data handling practices
Public Education: Educate individuals and organizations about data protection rights and responsibilities, fostering a culture of privacy awareness
Data Security: Promote the adoption of robust data security measures to prevent data breaches and cyberattacks.
International Cooperation: Collaborate with international data protection authorities to facilitate cross-border data transfers and ensure global data protection standards are upheld.
